Angelica is a Director in our Economic Mobility Practice Area based in Chandler, Arizona. She has 10 years of experience in state government leading and supporting strategies for child welfare, workforce development, early childhood education, and benefit assistance programs to create person-centered processes that increase access and use of services for anyone interacting with government agencies. Angelica brings varied experience ranging from budget and finance, policy development, procurement, contracts monitoring, program administration, and legislative analysis, leveraging these perspectives to support more holistic solutions for government.
Prior to joining Third Sector, Angelica was the Finance and Business Operations Administrator at the Arizona Department of Economic Security (ADES) where she administered the budgeting and contracts functions for the state workforce programs including WIOA, TANF and SNAP Employment and Training Programs, Registered Apprenticeship, Re-Entry, and Unemployment Insurance. She led cross-functional teams through the design and successful implementation of new workforce and unemployment insurance benefit programs in response to the COVID-19 pandemic. Throughout her time with ADES, Angelica led initiatives aimed at improving quality of services to families and children across the state including the redesign and administration of the SNAP E&T 50/50 Program and leveraging procurement mechanisms to strengthen training and technical assistance contracts for early childhood education professionals.
Angelica holds a Master of Arts in Public Policy and Administration from Northwestern University and a Bachelor of Arts in Political Science from Arizona State University.
