Dr. Joy Coates is a strategic systems change leader focused on expanding equitable access to education and career opportunities. As Managing Director of Post-Secondary Opportunity at Third Sector, she partners with states, higher education institutions, employers, and community organizations to redesign funding and service delivery systems so that adult learners can access career-connected pathways.

She brings more than 20 years of experience leading cross-sector initiatives at the intersection of education, workforce development, and equity. Prior to joining Third Sector, Dr. Coates held senior roles with the Markle Foundation and the Tennessee Department of Education, where she advanced national partnerships and innovative strategies to improve learner outcomes.

Dr. Coates holds a doctorate in Organizational Leadership from Northeastern University and a Master's in Digital Marketing from Full Sail University. She is passionate about building systems that foster economic mobility and opportunity for all learners.
