Emma is a Director at Third Sector, based in Brooklyn, NY. While at Third Sector, she has partnered with more than 30 government agencies across 17 states to implement innovative, data-driven approaches to funding, contracting, performance management, and service design.

Emma spearheaded the nation’s first higher education-focused Social Impact Bond, designed to increase graduation rates among Ohio soldiers, and piloted pay-for-performance contracting for the Pennsylvania Department of Corrections, resulting in a new housing assistance program for low-income adults on parole. In California, Emma managed a six-county collaborative to revamp more than $536M in annual outpatient mental health services. Now, she is guiding the state’s efforts to develop guidelines for coordinating mental healthcare between schools and healthcare providers. Additionally, Emma leads technical assistance for ARPA-H’s $99M HEROES program, collaborating with healthcare providers, payors, foundations, and employers across the country to create novel financial incentives for preventative care.

Prior to her work at Third Sector, Emma helped launch Firefly Innovations, the entrepreneurship arm of the CUNY School of Public Health. She graduated cum laude from Yale College with a B.S. in Psychology. Emma also serves on the Board of Directors and Finance Committee for Dancing Classrooms, the largest provider of dance education in NYC public schools. Outside of work, she spends her time salsa dancing, cycling, and reading fiction.
