In 2014, Third Sector Capital Partners was part of the first cohort of grantees to receive funding through the newly minted SIF PFS program. With its $1.9 million award, Third Sector ran a competition to select sub-recipients interested in performance-based solutions to receive PFS technical assistance and feasibility assessment support. In its first sub-recipient cohort, Third Sector worked with nine communities and organizations all with a commitment to supporting high-quality, effective social interventions that produce measurable outcomes in the areas of early childhood education and health, child welfare, teen pregnancy, and workforce development.
With work associated with this cohort now complete, below is a synthesis of some of the primary areas of focus for the jurisdictions and elements that drove the technical assistance and feasibility support provided by Third Sector.
- Austin/Travis County Teen Pregnancy Prevention Pay for Success
- Issue Area: Teen Pregnancy Prevention
- Goal: Decrease teen pregnancy among Hispanic females aged 13-19
- Additional Partners: Texas Health and Human Services Commission; Travis County; Central Health; United Way for Greater Austin; and Mission Capital
- Outcomes of Interest: Reduction of teen births; postponement of first and subsequent births; high school completion and attendance
- Commonwealth of Virginia Pay for Success
- Issue Area: Prenatal Home Visitation
- Goal: Reduce the number of pre-term births and expenditure on neonatal intensive care
- Additional Partners: Virginia Dept. of Health and Virginia Pay for Success Council
- Outcomes of Interest: Reduce preterm births; reduce incidences of low birth-weight; reduce Medicaid expenditures for low-income pregnant women and their infants
- Orange County, CA Bridges Maternal Child Health Network
- Issue Area: Home Visitation
- Goal: Assess viability of using Pay for Success to increase financial sustainability of the Bridges Network
- Additional Partners: Children’s Bureau; MOMS Orange County; Orange County Child Abuse Prevention Center; Orange County Public Health Nursing; 10 local hospitals

- Oregon Juvenile Justice Pay for Success
- Issue Area: Juvenile Justice
- Goal: Test an alternate model to serving probation youth at risk of out-of-home placement
- Additional Partners: Oregon Youth Authority and other state partners
- Outcomes of Interest: Reduce the length of stay in out-of-home program and facilities; reduce number of criminal referrals; educational, health, and social/emotional outcomes
- Oregon Pay for Performance
- Issue Area: Foster Care/Child Welfare
- Goal: Best deploy data learnings into government contracting and build capacity to synchronize government, service provider, and community effort
- Outcomes of Interest: Reduce number of children ages 0-6 experiencing neglect; reduce number of children ages 0-6 entering foster care system
- Oregon Youth Development Pay for Success
- Issue Area: Mentoring
- Goal: Develop data-driven ecosystem for services and prevention and cost-effective services for at-risk youth
- Additional Partners: State and local Human Services, Education, and Juvenile Justice prevention departments
- Outcomes of Interest: Reduction in foster care length of stay; lower foster care re-entries; improved school attendance
- State of Nevada, Clark Count, and the City of Las Vegas Pay for Success

- Goal: Provide additional high-quality Pre-K services to Nevada’s most vulnerable children
- Outcomes of Interest: Increase kindergarten readiness; increase third grade literacy; reduce public school special education and remedial education expenditures

- Goal: Improve and potentially expand home visiting services

- Goal: Scale Year Up’s Professional Training Corps model to improve their evidence base and increase educational and employment outcomes for young adults
